MAC PDU Decoder
Split an NR MAC PDU into subPDUs and decode subheaders, LCIDs and MAC CEs (TS 38.321 §6, Rel-18).

Reading the result
Each subPDU starts with R/F/LCID (plus eLCID and an 8- or 16-bit L field for SDUs and variable-size CEs). Fixed-size CEs, padding and UL CCCH have no L field. In DL, MAC CEs come before SDUs; in UL, after SDUs and before padding. LCIDs 1–32 are logical channels — which RB they carry depends on the RRC config (SRB1–3 usually use LCID 1–3).
